Not contact an insurer on a client's behalf, and not fill in all or a significant part of a claim form. So this is a ranked list and a set of links to each client's own findings, which is the whole shape the rules allow. A key issued for a practice does not carry `open_claim` and no key does: a claim is always the client's own to make.
